What's the reason that the drawing toolbar is located at each LibreOffice app on different places?

Draw -> left border toolbar
Impress -> top border toolbar
Writer -> bottom border toolbar
Calc -> bottom border toolbar

I don't understood why this (not so common Drawing toolbar) is located on different places. As it's mainly needed in Draw, I would choose left border toolbar for Drawing toolbar on all apps. This will fit also other drawing app layouts.

In Draw/Impress, the drawing functions are essential for the usage while in Writer/Calc it is rather a secondary feature. Makes sense to me.

and why is the drawing toolbare located on different places in Draw/Impress?

For Writer it's even more importend when drawint is a secondary feature to have this not that often used feature somewhere you know it from Draw.

The Draw UI was reworked as in bug 90090, moving the Drawing TB vertical left. 

As then the move to a (default) vertical toolbar was not appropriate for Writer, nor Calc since both modules are by contextual activation. And there were issues for vertical TB modes of bug 42029 that were not corrected 'til the 5.4 release.

As to Impress, since its Drawing TB is enabled by default, it would just not work well to move it to a vertical orientation--the Slide sorter, canvas,  and SB provide better workflow in preparing slide content. There, unlike Draw, shapes are a secondary though common workflow.

So, consolodating Drawing TB docking is NAB but rather  an "Enhancement" which IMHO is a clear WONTFIX.
