Reject changes produces quite a different compared prior the edit

Steps to Reproduce:
1. open the attached file
2. Edit Track changes -> Record
3. Place cursor at the end of the document
4. CTRL+SHIFT ARROW UP 6x (text select from bottom to before 3)
5. Press Backspace
6. Press backspace 3x
7. Edit -> Track changes -> reject all

Actual Results:
Doesn't look that nice

Expected Results:
Never worked perfectly (and not sure if this can be archived with they current implementation anyhow).. However they situation surely did go backwards compared to previous state (like 6.1)

Reproducible: Always

I confirm it with

Version: 7.3.0.0.alpha0+ (x64) / LibreOffice Community
Build ID: de7356c2e0cb099fac396808b5a86a0393b48e5f
CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Additional informations:
If you just delete sections and press Strg+Z, it works
If you hit backspace you can see that content of sections changes. So I think, reject als changes works as expected, but record changes doesn't work correct

The original document and after deleting into it

Simpler steps to reproduce:
Enable change tracking
Highlight text from the end of the document to the list with triangle bullets, press Backspace.

This likely has to do something with the fact that entirely removing (or adding) bullets/numbering from a paragraph is not properly tracked.

Removing the section entirely before doing the above does not trigger the error, but having the section makes the paragraph after it (c) 10 months) and its first paragraph ( "a) 3" ) not deleted.
