Needed enhancement:  Should be able to drag-and-drop independently of the filter setting in Sidebar and independently of whether custom styles exist in advance or not.

Here are some STR to illustrate current limitations.

Start with new document:

1. In Sidebar, set filter (at bottom) to "All Styles"
2. In document, make a numbered list (2 lines is fine).
3. Select a few characters in list, and drag and drop to Style category icons in Sidebar.

Actual result:  Can drop in Paragraph and Character categories (as expected), but not List category (not expected).

4.  Change Filter to "Applied Styles" or "Custom Styles"
5. Select a few characters in list, and drag and drop to Style category icons in Sidebar.

Actual result:  Can only drop in Paragraph (expected), but not Character and List Styles (unexpected).

Additional Information:
1. There seems to be some "refresh" problems, but cannot find consistent pattern.  Can be seen that sometimes when changing the filter, cannot drop any for Paragraph.

2.  If a custom style does exist in advance in a category(e.g., for List Style), then it is possible to drop the List Style category.
