1. Open any document with page breaks in it.
2. Click on a dotted page break line and select "Page break edit > Text flow."
3. Inspect the "With page style" dropdown.

Problem: It is not in alphabetical order.

It's not related to page break, but to the standard paragraph dialog.

Andreas Heinisch committed a patch related to this issue.
It has been pushed to "master":

tdf139131 - Sort page styles under Paragraph -> Text Flow

It will be available in 7.3.0.

The patch should be included in the daily builds available at
https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More

Affected users are encouraged to test the fix and report feedback.
