Description:
The text on lines where the paragraph numbering is 3 deep
 
eg 1.3.1.   what a nuisance this is etc etc
 
is off the screen to the right. Changing page format to landscape is no help, the text is still off the screen to the right.
 I find that if put my curser on the line where the text should be and I press new line, this gives me a new paragraph numbered line which appears with no text. If I then press backspace, the newly created paragraph number disappears, the missing text appears and the old correctly numbered paragraph line remains with no text.
I have had a dummy Demo_Minutes.docx file produced along with a Demo_Minutes.pdf of the same file both created on a Microsoft machine to show what the correct text should be.

Steps to Reproduce:
1.open Demo_Minutes.pdf to see what the correct text should be
2.open Demo_Minutes.docx on a Fedora 29 machine
3.look at line numbered 4.1.1.
4. why is it blank ? 
5. put cursor on the line - it will be at right hand end
6. press new line to create para 4.1.2.
7. press backspace
8. 4.1.2. will disappear and the missing text will appear. line 4.1.1. is still blank. why is this happening ?

I am not willing to give you access to my computer and need to send you the files Demo_Minutes.docx and Demo_Minutes.pdf as cutting and pasting the docx file may well destroy the evidence. What you need is the file that has been created on a Microsoft machine.

So how do I send you these two files please ?

I tried to add a second pdf version of the Demo file but it seems I can only attach 1 file at a time. so I will log in a second time to add the pdf

Wrong in report is lack of LO version. 
I reproduced with 6.4.0 but it was fixed later. 
I bibisected to fix from bug 78352.
So moral is: use fresh or still LO.
