Description:
In a table whose alignment is not automatic, in the columns tab, if you select "Adapt table width", it is assumed that modifying the width of a column should modify the width of the table, but only the width of the adjacent column is modified.
If you reopen the dialog, the selection (the tick) in "Adapt table width" has disappeared.
The same applies to "Adjust columns proportionally".

Steps to Reproduce:
1.Create a table with two columns
2.Open the Table properties dialog
3.On Table tab, select Alignment > Left; Width > 8 cm
4.On Column tab, Set each Column Width to 2 cm; select Adapt table width
5.Click on OK button
6.Change the width of any column; the width of the table don´t change as expected
7.Reopen the Table properties dialog; the Adapt table width option is not selected 

Actual Results:
Only change the width of the modifed column and adjacent column

Expected Results:
The column width is modified, and the table width too, but not the adjacent column width

Let's focus on the first problem you describe (settings in table properties dialog), because the second problem might be resolved with the first one, but perhaps it is different.

Steps to reproduce:
1.Create a table with a least two columns
2.Open the Table properties dialog
3.On Table tab, select Alignment > Left
4.On Column tab, select Adapt table width
5.Click on OK button
7.Reopen the Table properties dialog

Actual result
The Adapt table width option is not selected 

Expected result
The Adapt table width option is stil selected
