Description:
besides the "remove header/footer" in contextual menu and page format, a "disable header/footer" option would be useful

Steps to Reproduce:
1. you have a header/footer
2. 
3.

Actual Results:
you can remove it

Expected Results:
you cannot disable it, i.e. removing it from the page, but keeping it for the moment you could need it


Reproducible: Always

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

I have LO 7.0.4.2 on ubuntu, 3.3.0 is the earliest affected
