Reasons: 1. indicates more precisely what the command does, given that it opens a dialog called "Page Style" 2. makes it parallel to Writer (i.e., "Format > Page Style") 3. Makes it easier to reuse the same help page, instead of having to use switches for the variations.

Think much of the commands were named with the context in mind. Here it is Format > Page. You format using a style but not the style itself. Admittedly, this approach has limitations and I appreciate the clearer terminology.
