For every comment I create in LibreOffice Writer, the author name and date are being cut off approximately half-way down such that only the top half is displayed. This makes reading these details difficult. 

I attached a screenshot showing the problem.

I'm using the latest version (7.1.1.2) on Windows 10.

with Windows os/DE at 100% or 125% scaling.

What scaling factor are you running Windows at? There have been UI elements that do not scale well for os/DE HiDPI support.  Guess the Comment objects could be affected.

OK, on Windows 10 64-bit (1909) box, setting WDM "Custom scaling" to 250%, with Skia or default GDI rendering, adding a comment to Writer with a 7.0.5 or 7.1.1 build results in the name and date of the comment being clipped as in OP.

but then with recent nightly against 7.2.0 on the same system scaled to 250%, I don't get the clipping.

I have scaling set at 150% (recommended by Windows) and am using a 4k monitor (3840x2160 resolution). I changed the scaling to 100%, but the problem remains the same. Additionally, I tried 125% and 175% and got the same problem.

I also tried LibreOffice version 7.1.2.1 and have the same problem.

Finally, I tried 7.2.0.0.alpha0+ and do not have the problem any more. With this version, the author name and date/time stamp on comments display fully.

Is this specific to Skia? This looks to me like a problem somewhere else in LO, and so I wouldn't know what change fixed it.

Seems correct with master against a 7.2 release.
