Load a new Draw document. In the Draw options set the drawing scale to 1:50 and units to millimeter. Draw a horizontal dimension line wider than 1000 mm. Get the size and position dialog of the dimension line and reduce the width to 500 millimeter. The dimension line displays 500 mm but when you call the size and position dialog, the width shows a much higher value near 2000 mm.
I cannot reproduce this error given the information provided. I am using Version: 6.3.6.2 (x64) on Windows 10 [Version 10.0.19042.928] After resizing the line using the property dialog, the line width value changes. When I click off the line, then reselect it to show the property dialog, the width is still depicted as 500mm.
But I am not the only one: https://forum.openoffice.org/en/forum/viewtopic.php?f=11&t=104915

Reproduced, already with LibreOffice 3.3.0. It seems to be limited to dimension line and it somehow adjusts the position in a relative way. Win 10 LibreOffice 3.3.0 Arch Linux 64-bit Version: 7.4.0.0.alpha0+ / LibreOffice Community Build ID: ff2f433cdfda74dbf69a11342a98ccbfb5bc6a72 CPU threads: 8; OS: Linux 5.17; UI render: default; VCL: kf5 (cairo+xcb) Locale: fi-FI (fi_FI.UTF-8); UI: en-US Calc: threaded Jumbo Built on 7 April 2022
The 'Position and Size' dialog does not show the distance between the reference points of the dimension line but the position and size of the bounding box of the object, including the text. An option to set the reference points directly is missing. *** This bug has been marked as a duplicate of bug 97191 ***
