The 3 paragraphs in List1s.odt have style List1, which is supposed to be bulleted. The bullets may have been removed ‘by hand’; OK, try to restore them with ClearDirectFormatting (^m): no effect. Why? Yes, I can apply the list style ‘by hand’ but, if I choose the ‘wrong’ bullet, the style will differ from standard List1 elsewhere in the document. Conclusion: the numbering style (including ‘none’) is part of the definition of a paragraph style and should be restored by ClearDirectFormatting (^m)

Seems like created with old LO, although updated with newer 7.1. Newer LO separated the list styles from the "Styles and Formatting" list of styles. So I wouldn't expect ClearDirectFormatting to restore bullets - just reapply list style.
