Cell validation allowing a blank cell even with the option unchecked. And with that, a cell that has defined validation and with the blank cell option unchecked may exist, something that should not be allowed, if the option was working.

According to LibreOffice help page [1] the option about "empty cells / blank cells" (documentation inaccuracy here) seems to be designed to have a different meaning than one may expect. This option assures, if used in conjunction with "Tools - Detective - Mark invalid Data", being marked as invalid data. It seems not to be designed to cause an "invalid data" error message (popup).

Well if you need Detective for that, then I'll close the bug. However, they could change this mentality of using the Detective and put the popup window.
