If I set the page area with Format -> Page Style -> Area -> Colour to, say, blue, then the background changes blue from the left edge of the sheet to the right one and from the top to the bottom. Nothing remains white. All good, this is what I expected. 

If I change the Area to Bitmap, Pattern or Hatch, it works the same way, All good. 

However, if I change it to Gradient (say, from blue to red) then the area surrounded by the margins changes only to blue-red. The area _outside_ of the margins remains white. This is wrong, it should be consistent with the other Area options.

I repro with 7.1.4 (both with gtk3 and gen), but not with master. Could you test with a newer version? If using Linux: https://libreoffice.soluzioniopen.com/
