IME, this is useful for adding extra highlighting to text. Perhaps one option is to add the Glow property to the existing Graphic Styles > Shadowing tab; changing the tab name to "Shadow / Glow" or such like. And add a similar property to the "Properties" tab of the sidebar. (This may be connected with Bug 140529, but the latter does not explicitly mention Text objects (only "text converted to a curve".)

Still an issue in LO 7.5. I am setting this one to new. As mentioned in bugs 123941 and 136772 there are some effects still missing in LO, glow being one of them.
