Description:
Comment shows scrollbar after cut & paste of text with comment or cut & undo

Steps to Reproduce:
1. Open the attached file
2. CTRL+A
3. CTRL+X
4. CTRL+Z (second comment box has a scrollbar) or CTRL+V
5. Scroll (now the comment resizes)

Actual Results:
The large comment box shrinks and gets a scrollbar until scrolling the main document

Expected Results:
Should be more stable

This onemight be related to or DUP of "Bug 143643 - The size of comment box isn't restored at undo (so plenty of space, but showing scrollbar)", but version information there and here do not match.

I collected a number of bugs at (meta) bug 145378 which are all recently introduced an related/connected to welding of the annotation window. Most of them are likely illustrating the same problem from different perspectives. However this will be clear in hindsight (after a fix is committed)

The fix for bug#144686 apparently solves this too so lets call it a duplicate.
