CPU threads: 2; OS: Linux 5.4; UI render: default; VCL: gtk3
Locale: en-GB (en_GB.UTF-8); UI: en-GB
Calc: threaded

1. Open the attached Writer file.
2. Ctrl click on one of the TOC entries on page 1.
3. Now try to use the "Back" button to return to the Contents.

EXPECTED RESULT: The "Back" button (or shortcut) should take you back to the Contents.

ACTUAL RESULT: In this case, the Back button doesn't work.

Sorry, WFM and both the movement buttons Navigation toolbar (Back / Forward) and the Navigator when in 'recency' mode (Go back / Go Forward) function as expected.

Do you have the Navigator in 'recency' mode?

I've no idea what the term "recency mode" means. I'm talking about the BACK and FORWARDS arrows that appear on the top toolbar to the left or right (AFAIK, nothing to do with the Navigator).

When you ctrl + click on a TOC entry to go forward, the BACK / FORWARD arrows appear on the toolbar but the BACK arrow is non-functional. I've attached a screenshot of the right-side of the toolbar.

The BACK (tooltip "Back") and FORWARD (tooltip "Forward") arrows are the 'Navigation' toolbar.  Use View --> Toolbars --> 'Navigation' to turn them on or off.

The same functionality (of movements on a logical stack between internal Document objects) has been made available on the 'Navigator' Sidebar deck, when the 'Recency' item is selected from the 'Navigate by' droplist (where default is 'Page' movements).

There's no "Recency" option in the navigator on my version (7.1.5.2). Has this been introduced more recently?

Aside from that, I'm seeing some buggy behaviour with the behaviour of the "Navigation" option (View > Toolbars) and the Back button. This may have been resolved by a newer version, but, IMV, it's best to check first.

Double-checked on 7.3.1.3. It was a bug in the older versions of LO wbut has now been rersolved since at least 7.3.1.1 (or before); the "Recency" option was also added subsequently.

Brought in at 7.2.0 -- see bug 32689 for the origin; and ongoing efforts with bug 115817 to refine the "Recency" stack navigation.
