If you open the context menu on comment text while the cursor is in the comment, the menu entries are: Paste Paste Special... --------- Clone Formatting Clear Direct Formatting Character > Paragraph > List > --------- Insert Comment --------- Edit Section... --------- Page Style... This is a poor choice: * You can't insert comment on a comment. * No option to delete the comment (you can get that in the context menu when the cursor is _not_ within the comment) * Edit Section and Page Style don't seem like something that particularly relevant to the comment.
Oh, I mean Writer comments of course.
On further scrutiny, it seems the choice of context menu doesn't depend on whether you're in focus or not. It must be something that decides which context menu you get; I'm not sure exactly what.

Suppose my cursor (and focus) is in the body of the document, and I right-click in the body of a comment. I should get the menu with Delete, not the menu with Edit Section (let's call them CMenu and BMenu respectively). But in your experience, and in this case, I would get the BMenu.
