Description:
The `O` record is for workbook options.  The `V` field stores the 1904 date setting.  Valid record values are 0 (1900) or 1,2,3,4 (1904)

Steps to Reproduce:
Save the following to test.slk and open:

ID;PWXL
P;Pd\/m\/yy
P;Pd\/m\/yyyy
O;D;V4
F;P0;FG0G;X1;Y1
C;K1
E


Actual Results:
Cell A1 is "31/12/99"

Expected Results:
Cell A1 is "2/1/04"


Reproducible: Always


User Profile Reset: Yes



Additional Info:
LO is also ignoring the 1900 leap year, but that is a separate issue

Confirm the bug. In excel it’s "2/1/04"
