The RTL bug. On the left: The text is LTR. On the right: The text is RTL as it should be.

When opening a PDF in hebrew, you can't read it because the text and entire document is Left to Right instead of Right to Left.
I did fresh install of LibreOffice only for editing PDFs. Apperantly you can't edit Right to Left (hebrew) PDF.

LibeOffice is *not* a PDF editor. Look elsewhere but understand that PDF is not intended to be an editable format.

Handling of RTL text runs from the encoded glyphs of the PDF page layout are incorrectly handled by LibreOffice's PDF import filter.  However pdfium based insert filter for PDF will work correctly.  Limited to one PDF page at a time.

PDF import filter issue is a duplicate of bug 104597 as noted.
