Xlsx file with issue described.

Bug: can not insert image after certain row. 
Software: LibreOffice-calc for xlsx file. 

Bug description:
I have attached a file with bug, and my observation are:
When I insert an image in :
               rows: 0, 2000, 4000, 6000, 8000, 10000, 12000, 14000, 16000, 18000,20000 and so on.

But the images after 14000 seems to move from their position to 13211(in this case) and stack there.

The row where image are stacked is not constant, however, issue arises for rows after 10000+ or 15000+.

It happens when we make the changes, save it and reopen it. 

I tried changing the  drawing.xml file and dragging the image manually below that line(13211) but same issue arises.

Hope you can look in this issue.

Steps:
1. Open attachment 183766 [details]
2. Drag one image from row 12311 to, say, row 13500
3. Save, keeping format XLSX
4. File > Reload

Observed: image jumps back to row 12311. This happens regardless of the image's anchor setting.

Note that this does not happen with ODS.
