Description:
Difference layout when editing & saving & reopening

Steps to Reproduce:
1. Open the attached file
2. Cursor on page 1. Press Delete.. Cursor moves to page 2. Page 1 empty
3. Save
4. File -> Reload

5. Open the attached file
6. Edit -> track changes -> record ON; SHOW off
7. Cursor on page 1. Press Delete.. -> one of the images moves

Actual Results:
Images on page 2 until save and reload

Expected Results:
Should move when pressing delete. Unsure if a single image or multiple should move..

But what happens is, that an extra page is added at beginning of the document

Steps:
1. Open attachment 184567 [details]
2. On page 1 add text frame, shape or something similar above text area (this makes bug more obvious)
3. Delete empty paragraph on first page

Actual result
Image jumps one page above (expected), but empty page without any paragraph mark is inserted as a new first page.
