I'm afraid, this could be chaotic: 1. Is your suggestion about paragraph styles, character styles, list styles? 2. How should we solve problem, if regular text is already couloured? Anyway, let's ask design-team for their opinion.

Can you please rephrase your request, and provide two or three use-cases. If you are asking for what I think you are asking for, it is implemented in LibO. However, based on the vocabulary used, I doubt that what I think you are asking for, is what you are requesting.
Also wonder about the use case. But do you know the experimental "Document Style" aka "Design" feature? If not, activate the experimental features at Tools > Options > Advanced and find the tab "Design" in the sidebar. Is this what you are looking for?
