test file to show validity on an unprotected cell can be changed with sheet protection on

In version 7.5.0.3 when the sheet and spreadsheet structure has protection on, the validation rules for unprotected cells can still be changed. Validation rules should not be able to be changed when sheet structure is on, in my opinion. In Excel with workbook protection on, unprotected cells cannot have their validation rules changed. Attached is a test file.  Password is test
