Description:
After doing "Export As/ Export as PDF / Security / Set Passwords / [uncheck Enable Copying] / Set Permission Password / Confirm / OK / Export / Save", then opening the resulting pdf with Sumatra, I can select and copy at will.
This is particularly important with official signed documents, because my signature can then be freely copied and pasted.

Steps to Reproduce:
1.Export As/ Export as PDF / Security / Set Passwords / [uncheck Enable Copying] / Set Permission Password / Confirm / OK / Export / Save
2.Open with Sumatra
3.

Actual Results:
Content can be freely copied.

Expected Results:
Copying denied.


Reproducible: Always


User Profile Reset: Yes

Additional Info:
When I restarted in safe mode and repeated the operation, I did notice that "Enable copying of content" was enabled by default. However, unchecking it made no difference to the final result: after exporting, I could still copy freely in Sumatra.

Seems a complicated case.
Edge respect it.
Chrome for copy, but let's use it for search.
Firefox lets copy.
Acrobat reader respect the restrictions.

I'm not sure if it is a LO issue.

Can see that LO-generated password-protected pdfs may perform differently in different viewers. That certainly sounds complicated. Don't see how this is duplicates tdf#49697 though.

Checked:
Copy-protected in Acrobat, Foxit
Not protected in Firefox, Sumatra, Avast Secure Browser, Edge, 

Interestingly, the file is not protected in LO. I get a box requiring a password for a temp file, but just hitting Enter opens the pdf, which is then not copy-protected.

As our documentation states[1]:

"The restrictions that limit copying, editing or printing depend on the reader software to obey them, so the security they provide is limited."

It would be good to see if a copy-protected PDF from MS Office opens the same in Sumatra, but the issue related to copying is centralised on closed bug 95424 and I suspect the answer is the same for Sumatra.
