Adding mfe_MU locale Creole Republic of Mauritius

Please find DTD file attached in order to add locale data about settings to be used with Kreol Repiblik Moris (Creole language used in the Republic of Mauritius). We apologize in advance if there are errors (we are not developers).

This locale data is submitted so that the Kreol Repiblik Moris is proposed in languages list and will work with Spellchecker extension which has already been uploaded.

Btw, the correct file name would had been mfe_MU.xml not some .DTD, but I'll correct it anyway.

Test-compiling it the following errors and warnings were output:

Error: First era of a Gregorian calendar must be <EraID>bc</EraID>
Error: Second era of a Gregorian calendar must be <EraID>ad</EraID>
Warning: ReservedWord trueWord seems to be untranslated "true".
Warning: ReservedWord falseWord seems to be untranslated "false".
Warning: ReservedWord quarter1Word seems to be untranslated "1st quarter".
Warning: ReservedWord quarter2Word seems to be untranslated "2nd quarter".
Warning: ReservedWord quarter3Word seems to be untranslated "3rd quarter".
Warning: ReservedWord quarter4Word seems to be untranslated "4th quarter".
Warning: ReservedWord aboveWord seems to be untranslated "above".
Warning: ReservedWord belowWord seems to be untranslated "below".

I corrected the EraID values but leave translation of ReservedWord elements to you or someone else.

I also changed

    <FormatElement msgid="DateFormatskey12" default="false" type="short" usage="DATE" formatindex="31">

from
      <FormatCode>MM/DD</FormatCode>
to
      <FormatCode>MM-DD</FormatCode>

because
a) formatindex="31" is meant to be MM-DD when switching formats between locales

b) MM/DD doesn't make much sense in an otherwise DD/MM date order oriented locale.

Thank you for the remarks and the corrections you made. 

Being newbies, we copied the ht_HT locale file. The "DateFormatskey12" value 
is MM/DD there. Perhaps their file need a fix too.

2.
For <Reserved words> we would keep "true, false, above, below" because we don't really understand how it matters.

We propose the following "quarter words" and abbreviations

 We will opt if possible for the {mfe-mu} to dispay "Kreol Repiblik Moris" in languages list. This is the name used formally and the University of Mauritius proposed release in May of its software Morisia 2.0 as "Translation of Kreol Repiblik Moris to English and English to Kreol Repiblik Moris".

I just saw I made a mistake anyway naming it Creole, the official name for the ISO 639 code 'mfe' is Morisyen, which we should use.

The ReservedWords are used in the following contexts:
trueWord, falseWord: displayed (upper TRUE, FALSE) for the BOOLEAN number format.
quarter1Word,...: displayed for the number format code QQ.
quarter1Abbreviation,...: displayed for the number format code Q.
aboveWord, belowWord: used as reference field content in Writer, it is a "physical" object relative position, not "numerical" relative.

Like section "above", section "below".

Hi,
Has been tested on master daily builds (7.6). Morisyen is present in languages list, it can be chosen as default document language. The Spellchecker extension is associated to this language.
So far, so good. Thank you for resolving the issue.
