1. Open the Writer.
2. Create a 2-rows 2-columns table.
3. Move to the last column of the last cell.
4. Split it into 2 rows.
5. Result: the test case file.
6. Select the first column by mouse click.
7. Toolbar becomes the "uneditable state". Is it expected?

It depends on cursor. When cusrsor is in the first cell, then Formatting toolbar is enabled. When cursor is in the merged cell, then Formatting toolbars is disabled.

I followed the reproduce steps. Just tried it again and put the cursor in each cell and the bug would still not reproduce.

Note that "select by click" is "click on the top of column for select".
