I go to Tools>Options>LibreOffice Draw>General.

Units of measurement is set to Inch. I change Drawing scale to 1:12 and click OK.

What used to be a 2" line in the document now shows as a 24.00" line in the Position and Size area of the Properties deck of the Sidebar. 

However, the settings in the horizontal and vertical rulers have not changed.

If I go to View and close Rulers and, then, go to View again and open Rulers, the rulers are updated to the new settings.

Ruler settings are also updated if Draw is closed and re-opened.

I was able to reproduce the issue on:
Version: 7.5.3.2 (X86_64) / LibreOffice Community
Build ID: 9f56dff12ba03b9acd7730a5a481eea045e468f3

In the dev environment, I was unable to reproduce:

This is a screen shot showing that the line has a Width of 24.00" in the Properties deck of the Sidebar, but the Rulers still show the normal settings for an 8.5" by 11" Page in Portrait orientation.

The bug is still there in Version 7.4.7.2 and should be easy enough to reproduce.

Have LibreOffice Draw open with Rulers displayed.
Go to Tools>Options>LibreOffice Draw>General and change the scale settings.
Click OK.
Notice that the Rulers have not changed.
Turn Rulers off.
Turn Rulers back on.
Notice that the Rulers have changed.

Repro. Let's use 4.0 as the earliest based on the YouTube video.

Weird that I could not find an existing report even though it was apparently widely known.

Same in OOo 3.3 -> inherited.
I think bug 156406 could have been the same thing.

Note that changing the scale via the status bar does update the ruler straight away, which could give a pointer as to how to fix it.
