So a description of it is "wrap the text within available row height, then clip the block on the right", is that correct? Currently, wrapping the text and reducing the row height results in making it fit within the row width and clipping at the bottom of the block. Copying Design/UX team in for opinion.
This can be done per cell properties: Format Cell > Alignment > Text Alignment > Horizontal = Filled. We follow the example of Microsoft Excel, and while I have sympathy for the clip wrap idea our users value compatibility. => NAB/WF
