Press arrow up (broken layout) 4. Change the anchor 'to paragraph' 5. Change the anchor back to 'to character' (expected) So the specific (manual) set anchor should replaced by new anchor position. This already happens when moving images to new paragraph. So I think problem only occurs after inserting an image.
