The Wiki Publisher extension is bundled with LibreOffice. If you want to work on it, look into the directory swext in the source code. I don't know, if this new thing would then be an additional Calc-centric extension or what. As this is about adding something, let's involve UX team.
I'm having a hard time to imagine Calc as source for a Wiki. No question in case of Writer, and tables are properly exported there, but why do you need many columns/rows, conditional formatting, formulas, etc.? Just copy/paste the values... OTOH, no objection if the extension works for Calc too.
