Description:
I added a .jpg as the background to a page in Writer. When I try to overlay text over the graphic it does not let me do it. If I take the document to Microsoft Word and overlay the text over the graphic in Microsoft Word, then bring that document back into Writer then it seems to work.

Steps to Reproduce:
1.Open new document in Writer
2.Insert a .jpg and stretch to fill the page
3.Select to wrap text Through the graphic
4. Anchor graphic to Character
5. Enter Returns to get to position to type text.
6. Type text to go over graphic. Note that text goes behind graphic.
7. I tried sending graphic to back but did not work.

Actual Results:
The text stays behind the graphic and no matter what I tried it would not come to the front to overlay the graphic.

Expected Results:
The text does not overlay the graphic. It goes behind it. It seems to work if you save the document then open it in Microsoft Word. Make it overlay then reopen in it Writer.
