I have a 37-sheet binder. When I select all the sheets, I can't assign them the "protected" / "unprotected" property. The command is not taken into account. I have to select 36, assign the property in question and then select the 37th sheet and assign it the property.

As required, I have tested the bug in test mode and I have got the same malfunction
In "safe mode", of course.
Tools - Protect Sheet works fine for me on Linux (kf5 and gtk3). Please copy and paste here the contents of your Help - About by clicking the copy button. This allows us to know more about your system. Set to NEEDINFO. Change back to UNCONFIRMED after you have provided the information. Can you confirm that you are doing it via Tools - Protect Sheet? Possibly a screen recording would be useful.
I didn't use the menu option shown, but rather right-clicked on the sheet tabs. Now, however, the bug no longer manifests itself either by using the menu or by right-clicking on the tabs. This bug can therefore be considered resolved. Thank you for your attention.

When you right-click multiple selected tabs, the multiselection is lost.
