When a spreadsheet is saved as an XLSX file and LibreOffice is closed and opened again, links *are* ctrl-clickable if a cell contains nothing but the link. However, if it contains other text that contains a link, such as "test1 https://google.com/ test2", the link is highlighted in a different blue colour and is NOT ctrl-clickable, when it should be. For some reason this doesn't apply when the file is ODS; in that case, the embedded links are all ctrl-clickable.

Have you created such case in Excel, where XLSX is the natural file format? Is Excel itself doing what you expect? I am not saying Calc should or should not do it, but I would start by what the XLSX file format and Excel can actually do with such "mixed" cells.
Unfortunately I don't have a licence for Excel (and I'll be damned if I'm paying for one) so I'm unable to create/edit documents with it. Don't know how it'd do things. However even just within LibreOffice this would seem to be inconsistent behaviour, wouldn't it? Hyperlinks highlighted as such yet only clickable if they're not embedded in other text?
