The Clone Formatting button is for the .uno:FormatPaintbrush command. Since 24.8, there is a regression that makes it impossible to clone formatting from _any_ shape, see bug 162065. Regardless, I can confirm that already in OOo 3.3, and still in 24.2.4, it is impossible to clone the formatting of a whole dimension line object. (And it isn't even possible to clone the format of the text that is included in in dimension lines.)
