Chaz, thank you for reporting the bug.

My steps:
1. Open a document witha TOC
2. Edit index -> Columns
3. Choose 2 columns and 2,18 cm (= 0.86 in)
4. O.K.

Works fine

Version: 24.8.0.1 (X86_64) / LibreOffice Community
Build ID: 6fd6cae02baed1e82d14ed2da1f2458092354dab
CPU threads: 4; OS: Windows 10 X86_64 (10.0 build 19045); UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-US
Calc: CL threaded

So perhaps document specific?
