Description:
Attached is an empty file with just an svg background. If I scroll via PgUp and PgDn it's OK, but using the mouse and the scrollbar is very slow and utilize a 100% CPU, this happens both in the ODT and PDF files.

Steps to Reproduce:
1. Open attached file
2. Scroll using the mouse

Actual Results:
High CPU and slow scrolling

Expected Results:
Normal scrolling


Reproducible: Always

@m_a_riosv: As I pointed out the bug is in Linux OS and you tested in Windows. It would be great if you can test in Linux and confirm.
