Description:
When you Ctrl-K on a URL hyperlink it doesn't open the dialog on the Hyperlink tab if the dialog was last closed not on that tab (e.g. if you had used an internal document link, or just open the dialog, change tab and then close it).
I dare say this would be a general problem affecting its opening for any kind of link.
Obviously the tab chosen should reflect the type of link being edited.

A quick test, and whilst a URL will open with a Document link tab if last closed on the latter, the reverse isn't true, opening from a Document link when last used for a URL will change the tab to the right one

Steps:
1. Create a URL Hyperlink
2. Create an internal link to another document
3. Place cursor into URL Hyperlink -> Ctrl+K -> Hyperlink dialog opens with Internet tab selected (expected) -> Close
4. Place cursor into link to document -> Ctrl+K -> Hyperlink dialog opens with document tab selected (expected) -> Close
