Description:
When opening Impress or Draw and create an object, and I want to resize that, the measuring format is shown in inches, while on the sidebar the correct sizes are shown. This affect both Impress and Draw with the Dutch locale. I don't know if other locales are infected with this behavior also, but it sure applies to LibreOffice set to the Dutch locale.

I sended an example to show what I mean (a screenshot and a Draw document)

Steps to Reproduce:
1. Open a Draw or Impress document
2. Make an object (a square for example)
3. Select the object, click on the right mousebutton, select "Position and size"
   The measures are shown in inches, while the rest of the configuration is in
   centimeters
4. Show the sidebar and look at the section "Position and size" on the same 
   object. This is shown correctly in the Dutch locale (in centimeters)

Actual Results:
The wanted size differs from the size you want

Expected Results:
The object should have the size in centimeters, not in inches (in the Dutch locale)

The screenshot explains everything. This behavior is also seen in Windows 10, which I used a moment before. So it's not a Linux-client only issue.

The screenshot explains everything. And this affects the Dutch locale. I'm not sure if other locales who uses centimeters are affected.

The behavior described is also reproducible in LibreOffice Impress. So it's not purely related to LibreOffice Draw.
