Description:
Sometimes, a formula is very long. Or contents of the cell are. This results in making other fields in the row invisible.

In these situations, it would be very convenient to have a set column height, but the formula bar showing on the left/right-hand side, and in there, all content, instead of scrolling through the content.

Steps to Reproduce:
1.Open document, then enter 10 rows of dummy data
2.Pick a cell and enter 70 rows of text at regular zoom level
3.Try to read data - either you will have autofit row height, which does not let you read adjacent cells/can not read entire cell, because text becomes too small, or you will not see adjacent cells that have less data.

Actual Results:
This makes you have to scroll through the formula bar, which is annoying.

Expected Results:
If I could have the formula bar on the right/left, I could, on select cell, see that cell's content in full easily. The core idea is very similar to how INSPECT ELEMENT works in modern browsers: https://prnt.sc/3ZRPrb-gQZTQ

Wherever you have the content of the cell being displayed, there is a natural physical limit. If you intend to simultaneously/directly show "gazillion" lines of text in one cell, there is no way to do it in Calc, no matter where the formula bar is located.

Additionally, on the right-end of the formula bar, there is a down-arrow that allows to expand the height of the formula bar input window box. Not only that, but after the initial expansion (by means of the mentioned arrow), you can expand the height even further – IIRC it allows up to 25 lines to be shown directly, before having to use the scroll bar within the window box itself.

I doubt that enabling some docking of the formula bar would allow more lines of text to be simultaneously displayed directly on-screen without scrolling.

Just another take on by pixel scrolling with multi-line cells as in dup 40917. 

Meanwhile, the inputwin--aka. formula bar--has been reworked and can be expanded downward to 25 lines at nearly the full display width before needing its internal scroll bar.

Sufficient to review content of any row, without the UI noise of shuffling the formula bar off to the right or the left.
