When selecting templates in Start center, there translated name appears. But for Japanese normal Writer template, only the filename of the template is shown.

Steps to reproduce:
1. In start center, select Templates > Filter = Text Documents
2. The name of Japanese template is "ja_ott_normal" whereas simplified Chinese template has a full title which is translated

Actual behavior:
No KeyId for this string

Expected behavior:
A localized string should be shown

It will be available in 25.2.0.
