This is related to bug 163398 and its attachment 197019 [details] 

In Word the content controls have an option "Content control cannot be deleted", so that the control can not be deleted.

Writer still misses this option.

1. Open attached document
2. Try to delete the second content controls in Writer
-> possible, but should be not

We have Form > Form Properties: Allow Deletion. Admittedly accessibility is not straight-forward and adding the option to the CF dialog makes sense as it would be familiar.
