Description:
Dropdowns of value ranges (such as font sizes) are as likely to expect the user to select a smaller value as a larger value and so the current value should appear in the vertical middle of the dropdown list (unless it's currently the min or max value). This is true for all dropdowns, not just those in Libre Office.

For example, the font size of my currently selected text is 12pt I go to the font size dropdown and 12pt is the first item in the list. 

How does the UI know that I want an incrementally larger size 
- selection is easy; pick from the list

vs I want an incrementally smaller size 
- selection is not so easy; switch to the keyboard for the up arrow or if you've a mouse wheel, scroll up, but carefully, and pick a smaller size. 

The neutral and I suggest better use case is to position the current selection at the vertical midpoint, allowing the user to select incrementally larger or smaller options with equal ease. 

If the current selection is on or very near the minimum or maximum value, then the selection may be on or near the top or bottom row but that wouldn't matter because the full range either side of the selection would still be visible.

Font size dropdown opened from the toolbar or the character dialog do open at 12pt with a visible range of 6-48 for me.
