Description:
To insert Cross-reference you first have to select text you refer to.
Insert > Cross-reference
Type:
    Set Reference
Name:
    Enter wanted name
Value:
    By default selection (of course)

Then to refer to it you have to:
Insert > Fields > More Fields > Cross-reference
Type:
    Insert Reference
Refer using:
    Referenced text

What if I had this text:
Lorem ipsum dolor sit amet, consectetur adipiscing elit. Vestibulum consequat mi quis pretium semper. Proin luctus orci ac neque venenatis, quis commodo dolor posuere. Curabitur dignissim sapien quis cursus egestas. Donec blandit auctor arcu, nec pellentesque eros molestie eget. In consectetur aliquam hendrerit. Sed cursus mauris vitae ligula pellentesque, non pellentesque urna aliquet. Fusce placerat mauris enim, nec rutrum purus semper vel. Praesent tincidunt neque eu pellentesque pharetra. Fusce pellentesque est orci.
... and I wanted to refer to it with “The Point” not “Lorem ipsum dolor sit amet, etc etc”
I cannot do it with current options: 
    Page number, Chapter, Referenced text, Above/Below
There would have to be a “Referenced text name” cause if I would insert it with “Referenced text” it would link to it with whole “Lorem ipsum dolor sit amet, etc etc”.
With “Referenced text name” it would link to it with Name of reference “The Point” and clicking it it would go to Lorem ipsum.
Same goes for bookmarks.

Thank you for your feature request. Not sure, if I could follow in all details.

Steps:
1. Select some text in a document (I used Lorem ipsum text from comment 0)
2. Insert -> Cross-reference -> Type: Set Reference -> Name: The Point -> Insert -> Close
3. Insert -> Crosse reference -> Type: Insert Reference -> Refer using

Actual result:
Not possible to select name of reference

Expected result:
Should be possible to select "Name of Reference"

Does these steps describe your problem?
