Description: This problem has been initially reported on LibreOffice's subreddit at https://old.reddit.com/r/libreoffice/comments/1haf0bl When I started LibreOffice for the first time today by double clicking a simple CSV file I created myself a never seen before auto-update pop-up appeared and disappeared a couple of time and when LibreOffice Calc finally stared everything was in Tagalog. The LibreOffice version data is: Version: 24.8.3.2 (X86_64) / LibreOffice Community Build ID: 48a6bac9e7e268aeb4c3483fcf825c94556d9f92 CPU threads: 8; OS: Windows 10 X86_64 (10.0 build 19045); UI render: Skia/Raster; VCL: win Locale: it-IT (it_IT); UI: tl-PH Calc: CL threaded The Windows information data is: Device name DESKTOP-1918TCU Processor 11th Gen Intel(R) Core(TM) i7-1165G7 @ 2.80GHz 2.80 GHz Installed RAM 32,0 GB (31,7 GB usable) Device ID 3EC0BE7D-034C-4A6F-B128-9DF0A52835A7 Product ID 00330-54300-74578-AAOEM System type 64-bit operating system, x64-based processor Pen and touch No pen or touch input is available for this display Edition Windows 10 Pro Version 22H2 Installed on 07/06/2022 OS build 19045.5131 Experience Windows Feature Experience Pack 1000.19060.1000.0 Do note that I have Windows installed using the English - United States (as a developer I need my software to be in English) but the culture (numbers, dates, etc.) is set to Italian (as I'm Italian). Do note that for my LibreOffice installation I always perform a custom installation, disabling all components and enabling only the English dictionary, the auto-updater, and the English (UK) interface language. After experiencing the problem I tried to restart both LibreOffice and Windows a couple of times, to no avail. I tried starting LibreOffice in safe mode, it still showed up in Tagalog instead of English. I tried to start LibreOffice in safe mode and then perform a "factory reset", but it didn't resolve anything, still Tagalog. I then checked how the installation reports its configuration by trying to modify the installation ("Program and Features" > "LibreOffice" then "Change") but it did not list the Tagalog language as installed, it's not even one of the available choices. As I needed Calc for work, I the proceeded to purge the installation by uninstalling it from "Program and Features" and deleting any directory it left behind (anything left under %ProgramFiles%, %ProgramData%, %AppData%, etc.) and then I installed version 24.8.3 using the installer available at https://www.libreoffice.org/download/download-libreoffice/?type=win-x86_64&version=24.8.3&lang=en-US using the same configuration as before, it worked and kept the English language through multiple restarts. After I tried to purge LibreOffice again, install version 24.8.2 again using the installer available at https://download.documentfoundation.org/libreoffice/stable/24.8.2/win/x86_64/LibreOffice_24.8.2_Win_x86-64.msi using the same configuration as always and when starting it for the first time it went through the auto-update and language change again. As of now the problem is deterministically reproducible, at least for me on my computer. Feel free to ask for any log or test, hoping the problem won't disappear by itself. I repeatedly mentioned the auto-update pop-up appearing on first launch, I mentioned it because I never seen it before and I thought auto updates were not working (I later learned in the Reddit thread that now they work), so seeing it raised a couple of orange flags and caught my attention. It may or may not have anything to do with the problem. I also should note that I manually migrated LibreOffice to version 24.x sometimes earlier this year, performing my usual purge-then-install, but I don't recall exactly when, maybe a couple of months ago? A little aside: Both the installer, uninstaller, and Start menu entries are always displayed in Italian. The installed never asked my to choose any language before using Italian, the Start menu entries are not respecting the language I installed. Steps to Reproduce: 1. Uninstall any existing LibreOffice installation from "Control Panel" > "Programs and Features". 2. Delete any directory left behind by LibreOffice (e.g. under %ProgramFiles%, %ProgramData%, %AppData%, etc.). 3. Install version 24.8.2 using the installer available at https://download.documentfoundation.org/libreoffice/stable/24.8.2/win/x86_64/LibreOffice_24.8.2_Win_x86-64.msi 4. Perform a custom install, disabling every component besides "English" under "Dictionaries", "Online update", and "English (UK)" under "User interface languages". Actual Results: When LibreOffice is started for the first time an update pop-up appears and disappears a couple of times, when it finally starts everything is in Tagalog. Expected Results: LibreOffice does not change its user interface and default language to some random language without user action. Tangential note: I noticed that the LibreOffice version reported in "Programs and Feature" does not match the version reported in LibreOffice's information window, the former reports version 24.8.2.1 (the version I initially installed) while the latter reports version 24.8.3.2.

I forgot to add: in my user environment variables I have the variable LANG set to en and the variable LC_ALL set to English_United States.1252.
confirmed in see also bug 164070 both seem to follow a MAR incremental update.
Please zip and post content from your user profile "Updates" folder, found here: C:\Users\<username>\AppData\Roaming\LibreOffice\4\Updates We need the updating.log as well as the 0\update* sub folder.

Don't think this will be bibisect able, especially if issue is within the MAR incremental patching. Going to require log traces and some insight as to how the tl-PH locale is asserting on upgrade.
