IIUC, we can install or remove languages together with their localizations, like for French or Spanish. 
Only in special cases there are different features for en_GB/en_US or pt/pt_BR.
Some would like to keep only a specific localization, and remove others. There were few Ask tickets also.
Idea is to make localizations subfeatures of a certain language, so that they may not be selected in installation, or removed later.

I do not understand that. Language and country are orthogonal to each other. You have e.g. German(Luxembourg), German(Switzerland), French(Luxembourg) and French(Switzerland). The country is not subfeature of a language and neither is the language a subfeature of a country.

Do you talk about the custom installation routine under Windows after downloading from TDF servers? And if so, what exactly is wrong with the list of UI languages? I see one French, one German, two Portuguese...
