Header is wrong: dBase-file isn't imported to Base. It is linked.
Step 2 is wrong: Nothing will be saved before a folder for dBase-files has been choosen.

Step 2 should be: Click "Connect to an existing database".
Step 3 should be: Choose "dBase" as database you want to connect to.
Then the wizard changes and there will appear a second step: "Set up dBase connection"
Choose the path to the dBase files. (Note: Only lower cased extension will be read - ".dbf", not ".DBF")

If you have choosen this folder you could save the Base file.

Most of the description in Help is misleading.

The Help page describes the use of dbf files from Calc.

Calc reads a dbf file as a table, as explained. There is no connection.

Closing NOTABUG. Feel free to reopen and add more information on the perceived  issue.

To Import a dBASE File Into a Database Table
A LibreOffice Base database table is actually a link to an existing database.
    Choose File - New - Database.
    In the File name box of the Save As dialog, enter a name for the database.
    Click Save.
    In the Database type box of the Database Properties dialog, select "dBASE".
    Click Next.
    Click Browse.
    Locate the directory that contains the dBASE file, and click OK.
    Click Create.

There is no content, which has to do with Calc. All content is described for a database in Base.
Following this description i will get nothing…

@Olivier: I think Robert is referring to the import into Base which is just below the Calc section.
