From here to here is X CM. Well I should change my request: after stumbling on bug 126823 comment 5 last paragraph... Add arrow size fields to the sidebar
Step 2 should include that you draw the line straight horizontally, Shift-drag works. I'm not sure about the request. It might be unusual to limit what the user can do in such a case and might cause annoyance. The reported observation is only with the default arrow styles, but we can pick some other style where the overlap no longer happens with 0,50 cm. Besides, for the stated use case of adding measurement lines to photograph, picking the line segment type endings might be best anyway and then you would be hard pressed to make them overlap.
Against preventing every weird situation. It's up to the user to ensure sane results.
