This is split off from bug 164728

attachment 198570 [details] contains numbers formatted as percentage.
If an existing chart is created with data labels and copy-pasted into Writer, then the values format changes from percentage to fraction.

1. Open attachment 198570 [details]
2. Copy one of the existing charts
3. Open a new Writer document and paste
-> the data labels formatting changes from percentage to hundreths.

This happens even after merging https://gerrit.libreoffice.org/c/core/+/180600

attachment 198570 [details] contains no charts! If I do the steps from bug 164728 comment 0 I don't see any issue. Please advise.
