Same issue as bug #164962 in principle, but for the vertical scrollbar and a different zoom mode.

------

1. Open Writer (it can be a blank document, or a document with contents)

2. Make sure page Zoom Factor is set to "Fit width and height". 
   I tested with "View Layout" set to "Automatic"

3. Slowly resize the width and height of the window

Result: the vertical (and horizontal) scrollbar frantically pops in and out of the view depending on the exact pixel height of the window.

Presumably this issue can also happen on window creation, not just during resize.
