ODT document exhibiting the issue (in LO Writer and in MSO Word)

Reproduction instructions:

1. Create a new Writer document
2. Type in "Hello"
3. Modify the Default Paragraph Style to have Justified alignment (this step is not strictly necessary, it just improves issue visibility).
4. Save as ODT (The result of doing this is attached).
5. Open the ODT in Microsoft Office Word.

Expected behavior:
In both Writer and MS Word, the paragraph is directed RTL (and starts on the right side of the page).

Actual behavior:
In Writer (24.8.4.2), the paragraph is directed RTL (and starts on the right side of the page);
but in MS Word (2408 Build 16.0.17928.20336 32-bit), the paragraph is directed LTR (and starts on the left side of the page).

I am not sure whether the bug is in MS Word, or in the way we represent the style information and make sure there's an appropriate fall-back in apps without page styles.
